If the gov. is paying more premiums, they are going to have a say on how it's spent. They are not doing what they are supposed to do, which is not using the money people pay for what it's supposed to, so they don't have a leg to stand on. They aren't capping profits, companies can make just as much as they do now, it's using it how they are supposed to.
